Police Reform in Quebec

Starting from the observation that reforms in the policing sector often yield mixed results, this presentation will compare one of Quebec's most recent legislative projects with the priorities expressed by certain police organizations in 2020. Specifically, we will examine Bill 14, enacted in October 2023, and the submissions made by police organizations in response to Minister Guilbault's Green Paper, "Policing in Quebec: Modernity, Trust, and Efficiency."

In terms of content, significant disparities are evident between the provisions of the bill and the recommendations of police organizations. These gaps will be analyzed in light of the initial objectives of the reform process launched in 2019. Finally, based on these findings, we will conclude by discussing the potential unintended consequences of this legislative initiative.
