Summary:

With the World-wide increase of trade, movement of people, and the global internet transnational crime and transnational security issues are also on the rise. Law enforcement and first response remains largely national, which has become an issue in regions of the World where free trade and free movement of people have become the rule, as within countries within the European Union. Cross-border (mis)trust among security practitioners and differences among operational methods, legal frameworks, equipment and environments are among the reasons why cooperation and operational level is difficult. The European Union is investing in pan-European cooperative research in the field of security to ease operational cooperation in the future. This conference will describe the context in which the European Union is building a "Security Union", and discuss how the various instruments put in place to enhance security research cooperation are impacting trust among the various stakeholders in Europe.
